摘要:

在公众参与这个公共空间里,风险传播的主体是最大范围的公众,内涵是一种公共审议以影响当权者制定风险管理政策的过程;风险感知的提升可以提高公众参与的质量,而这一过程受制于观点讨论、政治倾向的影响比科学素养等其他要素要大。公众参与的效果衡量标准是多样的,而具体某一个公众参与活动目标可能会偏向于其中的一些要素,程序正义、结果正义、工具论、规范论与信息正义等多个方面中的某些而忽略其他要素。其中,科学、民主与公正是风险传播中公众参与以影响风险管理政策制定过程的主要目标。
